The Great Plains Stormwater Center of Excellence (GPSCOE) is a consortium of five universities (University of Oklahoma, Pawnee Nation College, Langston University, Kansas State University, and Oklahoma State University) operating, with the guidance of a stakeholder advisory group, to extend research and technical support through a collaboration of academic, public, and private partners addressing stormwater issues in the region.

Our Strategy:

Our consortium members have developed portfolios with longstanding technical expertise in stormwater research, outreach, and public partnerships, which will be leveraged for GPSCOE’s research, dissemination, and engagement efforts. Specifically, we will focus on the following:

Research Goals:

  1. Conduct forensic analysis to address knowledge gaps related to stormwater best management practice (BMP) longevity, efficiency, and maintenance
  2. Deploy smart stormwater controls on selected stormwater BMPs and ponds to investigate the feasibility of watershed-based operation of smart stormwater infrastructure to optimize flooding and stormwater quality improvements in the context of the extreme precipitation and droughts common to the Great Plains
  3. Develop a decision-support tool and GIS-based protocol to optimize implementation of stormwater BMPs opportunities in small, rural communities in the Great Plains
  4. Conduct a meta-analysis of literature on ecosystem service valuations and innovative funding approaches for stormwater infrastructure in the Great Plains
  5. Develop guidance for stormwater management for extreme events within the region.

Outreach Activities:

  1. Prioritize support for smaller, rural communities
  2. Provide guidance on how to design, build, and maintain new stormwater controls
  3. Review of design plans for stormwater projects by professionals in relevant disciplines
  4. Assist with troubleshooting problems for new stormwater solutions
